Computer and communications are two rapidly developing fields that have a significant impact on modern society. In recent years, there have been numerous advancements in areas such as artificial intelligence, machine learning, big data, cloud computing, and the internet of things, among others. These advancements have led to the emergence of new technologies, such as 5G, blockchain, and edge computing, that are revolutionizing the way we live and work. In addition, there have been significant developments in the fields of wireless communication, signal processing, and image processing. These advancements have enabled the development of new applications in areas such as mobile computing, mobile commerce, and ubiquitous computing. Furthermore, the increasing use of robotics and virtual reality technologies has opened up new possibilities for human-machine interaction and immersive experiences. At the same time, there are still many challenges that need to be addressed in the fields of computer and communications. For example, ensuring the security and privacy of data and communication networks remains a significant concern.

SPIC2023 is hosted by Shenyang Ligong University and Shenyang Institute of Engineering. As annual conference, it will be held every year, where more than 500 attendees from 12 countries all around the world have taken part. 2023 International Conference on Signal Processing and Intelligent Computing (SPIC 2023) will be held in Shenyang, China on September 24-26, 2023. On behalf of the Organizing Committee, we warmly invite you, Signal Processing and Intelligent Computing scientist, engineer or technician, graduate student, or simply interested by the technique, to take part in this unique and innovative conference with your enthusiasm to develop, your desire to apply and your willingness to mature the technique and their applications.
